How to increase Fort level?

Am I missing something? I have built some forts and they have gotten Fort Level 1. How do I increase this? Can I increase this? I thought it might be as simple as clicking the build fort button again, but that doesn't work.

How do I go from Fort level 1 to Fort level 2?

IIRC each area has a maxinmum fort level (usually one). When you mouse over an area that information should be in the upper right hand corner of the info box. Certain areas, like Vicksburg, Richmnd, Baton Rouge and Charleston can be raised to two

Yup. Add Mobile, Petersburg, Mobile, Wilmington, Washington, and Fort Monroe to that list and those are the only areas that can reach fort level 2.
