Training question

Militia units without a leader in their region will still sometimes train to infantry.

Per my read of 7.1, a leader is required for training to occur.

Is the design intent for a leader to be present for training (i.e. is this a bug) or is the manual description of the process a bit lacking (can leaders not in the trainee unit's region cause training to occur)?

Were these units involved in combat? If they were they can train up to infantry.

Mea Culpa. The units were repaired damaged infantry and not militia being trained.
