Air Combat in Russia, Soviet activation

In the Scenario Forum area a number of users including myself have been stumped by what seems to be a code error rather than a Mod problem. I am writing this up here for the AE production team and Witp patch team to look into this ..

Maybe I'm wrong about my assumptions below & maybe I'm being a bit pre-emptive, as not all the data is in, but I am of the belief that this should be looked at prior to AE's release / next witp patch.

I'm playing a scenario whereby the Soviets are active from Day 1. The problem is that no air combat takes place over Russian territory, except Bases which have been assigned French.

My thoughts:
[*] Preamble - Normally the Soviets are activated by either -
1.The Manchurian Garrison falling below the threshold
2.Troops moving into a particular hex or
3.Date.

Due to Soviet Activation on Day 1.
Points 1&2 (above) no longer have any effect to activate air attacks (point 3 Date) - I have as yet to test.

[*] Therefore as the Soviets are assigned Active from Day 1, I believe the code does not "trip" some secondary switch in the "combat turn" to allow air attacks.(which would have happened if 1, 2 or 3 had occurred)
[*] Furthermore, in normal games, with Soviet inactive, the turn that activation normally occurs during the combat phase, obviously "trips" the switch, but as (this mod) is active from Day 1, this never occurs.
[*] I'm pretty sure if you reset the activation to NOT ACTIVE and then allowed 1, 2 or 3 to happen, air combat would occur.

[*] So to summarise, mods that have Soviets active from DAY 1, MAY have this problem. The duality of switches and activation during the combat turn may be causing a problem.

Testing
# I reinstalled everything, ran the PBEM turn and some subsequent ones and Air combat for the Japanese is disabled over Soviet territory.
# I ran a game V's AI until Jan, then I tried some Air combat ... zilch
# I recreated the scenario, with Soviets inactive, then activated them on the 9/Dec when my troops invaded ... set some LB ... and hey presto ... it works! 3 Different LB from different locations attacked!

Yes, very strange things happen when the Soviets are activated which seem to be code errors... right now, i am not sure if they are on the "to be fixed" list (for the next patch) or not.
