Re-Arming Minelayers

I have a question from my WPO game. I posted it on the WPO board but, have not gotten any replies. It's the same game engine so my question should work here.

I have a minelayer in a size 8 port. I hit the 'Replenish From Port' button. The minelayer WILL NOT re-load mines for some reason.

What gives? Any help would be welcome.

ML's require size 9 port
From the WitP manual page 186:

Tenders must be located in a hex with a port of at least size 1 in order to perform their duties.
Mine Depots/Tenders (MLE)

SS, ML, and DM ships may only load mines when in the hex with a size 9 or 10 port with sufficient
supplies or in a hex with an MLE ship and a base with sufficient supplies. MLE must have no fire
or float damage and less than 50% system damage, and have Op points remaining for the
function to be allowed.
It doesn't make any sense, Admiral. Were we better than the Japanese or just luckier?

Hm.  I don't think you need a size 9 to "create" a minelaying TF.  Of course, I've been wrong before...[;)]
 
Any chance just one the DMs is NOT loaded with mines?  If the TF is already say, a transport TF, and one of the MLs is empty, it won't let you switch it.

You don't need a size 9 port to create a "Mine Warfare" TF, but you do need a size 9 port (or a MLE in a size 4 or better port IIRC) to load mines onto the ship for laying. If there are no mines loaded on any of the ships in the TF, then the "Laying Mines" button will be grayed out.

And all your Minelayers come fully stocked and loaded with mines when you first start the game even if they cannot reload at the port they are in.

Try setting a destination for the TF (not the same base it's at), then see if you can toggle it.

iirc you have to set the TF to 'retirement allowed" to lay a minefield.
