Cossack besieging

Searched the rules to check if cossacks could siege. Didn't find anything to prevent it, so I tried.

In combat phase the area was yellow bordered as expected, but when I clicked it I went directly to trivial combat between cossack and city garrison. No asking if I wanted to try get a breach. (I didn't. Just wanted to starve that french inf out...)

To noones surprise the cossack broke before the frenchman - and was retreated to adjacent area?? Not my expected outcome of a siege, I tell you.

This just cannot be the rules, but a bug. Maybe something about cossacks always attacking when ending move in area with an enemy. But as I understamd the rules a city garrison can't get into a trivial combat, which is a field battle. And it can't force anybody to leave the area.

But what are the rules ?

Technically, cossacks could only participate in sieges WITH other corps units (This also applies to guerilla and freikorps units). This looks like a bugger!
