Is there a way to limit # of unit in a formation / hex?

Is there a way to limit # of unit in a formation / hex?

Noob question:

Can I do something like limiting 3 ships (Eg. 1 carrier & 2 destroyers) in a formation?

and

Can I also limit the # of units/formations to co-exist in the same hex?

I think there is already a limit of 16 formations, or counters, in a given hex, which is quite a lot.
