Why Can't I Create a Scenerio?

Why Can't I Create a Scenerio?

I feel really dumb, but, I can't seem to use the scenerio editor. It keeps telling me I have errors when I try to advance the map screen. It tell me I have to have at least on victory location...Which I walways did, and, areas to deploy all the units..Which I've done as well. What am I doing wrong?

Are you sure that the deploymehnt areas have at least 5 fields for every platoon?
