2 more bugs - VP totals and minor DoWs

Hey Marshall,

Attached is a save game showing these two bugs. I've also included a pic - note the month and VP totals. The VP totals is obvious - all the nations being roughly 20% of their respective totals when its only the 2nd eco phase is a problem.

The second bug is something new I've seen in this build. If two nations DoW on the same minor, the player nation automatically backs down in favour of the AI nation. I checked my settings and had not selected to back down to any of the minors this happened with (I'm France and the main contendor was Prussia). I don't think this is how it operates in the EiA rules (or EiH for that matter). Take a look in the log of the attached save game for the string "1805, Mar France forced to recall DOW on Wurzburg" and you'll see a few of these types of behaviour (mainly in Feb and Apr in this game).
