WW2: Road to Victory is the first grand strategy release from IQ Software/Wastelands Interactive, which covers World War II in Europe and the Mediterranean. Hex-based and Turn-based, it allows you to choose any combination of Axis, Allied, Neutral, Major or Minor countries to play and gives you full control over production, diplomacy, land, air and naval strategy. after the allies finish off the Axis can it declare war on the USSR ??? if it not set up that way now can a event item be added ???

Yes, you can declare war on USSR after defeating axis - no event is needed, though you'll need a lot of DP and you'll suffer big Social Unrest hit.

Game will end when only one alliance is left.
