You noted in the case that this was isolated to kingdom cities. Can the game be salvaged?
Also, what about GB not being able to attack the Ottoman corps in the open field (1 space east of Algiers, that I tried as a means of perhaps getting a battle to show up)?

I think Jimmer posted that in the bug tracking system. If not; you should
be able to generate a GB turn from the restart buttons. To reproduce
the problem; use the brit corp in Algiers to attack the Ottoman corp
in Area451. This SHOULD produce a landcombat phase; but doesn't.

Guy is correct: My turn file is in the case on the bug tracker site. The one posted here is the same game, but it's the one created by the host.
I am able to reproduce the problem with either set of files. The basic attack I'm trying to do is to drop factors from sea into Tunis. When I do so, no battle occurs; at the end of land movement, it's Spain's turn.
The same thing occurs in the situation that Guy mentioned: Attack with the corps in Algiers to the space 1 east of Algiers. Again, no battle will happen.

Please note that bug 219 is recorded as solved (in 1.04). However, the solution only deals with one small aspect of the problem: The siege combat in Tunis. There are two other things to deal with:
1) The corps attacking from Algeirs to the space one to the east of there, and
2) The depot disappearing from Tunis upon having GB's troops land, but no option being given to GB to "eat" it.

By the way, our game (CleverDevils2) is dead until this bug is corrected for in our current game.

I think it's the issue in this thread Marshall. I don't think they want to move on because Jimmer is missing out on 1-2 PPs by not being able to resolve the combat.

The issue is that I'm not at war with the Ottoman Empire, even though I'm at war with Turkey. However, the Ottoman Empire IS at war with me. Turkey attacked me with an Ottoman corps. But, I can't attack that same corps with the same corps that just fought it.
Also, I can't besiege the capital of Tunisia. It claims there's nobody in it that I'm at war with.
Finally, when I landed on Tunis, the depot went away. However, it did NOT give me a chance to "eat" it.

Ok; generate the restart files - esp the British one & load that one.
(I belive that Jimmer's PW is "xyz")

That doesn't sound like the problem we saw, but it could be related (it's really messed up).
France is the host (which may be why you are seeing that). GB is the phasing player. In the saved games I posted to the bug tracker, one of them was from before the British land phase, and the other was from before the land combat phase. I put the land one in there because you can try different things with it.
Guy's is from before GB's turn (possibly, at the land phase, but I don't know that for sure).
The bottom line is that some corps are dropping from the fleets at sea off the coast of Tunisia. After they land, they are not given the option of fighting. They can waltz right into the city or stay in the rural area. If I try to force a combat, it says there are no enemies present.
The same thing happens if I "attack" the Ottoman corps: No battle is allowed. I didn't try this, but I'll bet I can walk right through the ottoman corps (even though it attacked me during his phase).
I THINK this was caused by the oddball way the Ottoman empire was created: I declared war on Algeria in an economic month. I conquered the capital, but of course did not conquer the country (that would have happened the following month). However, Turkey formed the Ottoman empire the same month that I declared war on Algeria. The next month, I was no longer at war with Algeria (presumably because it no longer existed). I was forced to repatriate my troops.
I believe that that situation is related to the situation at hand: I'm at war with Turkey, but not with the Ottoman Empire (even though controlled by Turkey). However, the Ottoman Empire IS at war with me (it attacked me earlier this turn).

Hey guys:
I did have France's game which overwrote GBR's game so I went back and downloaded from the Mantis then ran. I unloaded to Tunis then laid siege.

The reason I ask is because, if you can't fix that bug, perhaps you could implement a check that would prevent the OE from being formed if any of its component parts (owned by that player) are at war with a Major Power (unless the owner of the OE ALSO is at war with that major).

If an MP owned a minor (that was potentially a part of the OE) then wouldn't that MP have to be at war with the MP the minor was at war with?
