Any idea when the "too many units" bug/feature will be removed?

Any idea when the "too many units" bug/feature will be removed?

I'm getting this a lot because there was a long period of peace and so everyone has garrisoned their cities and minors, etc.
I'm now getting this message whenever I try to add a garrison.
Is this on the bug list?

I have noted this as an issue but I need a method of patching older saved games without obsoleting them. Haven't got there yet...
