CWEDIT in the Civil war games

When I try to run it I get " the ordinal 6005 could not be located in the dynamic link library MFC42.DLL ". I assumed it was becuase of a .dll error so I downloaded a newer version of MFC42.DLL but still no go. I did search this forum for the problem but didn't find anything. I'm running Vista 32 home edition, and I have tried running CWEDIT in diferent compatibilities.
Windows 7 home premium 64
Intel quad core I7
16 gig
AMD R9 200 series
