What are the effects of national exhaution?

That's the question! I think that I saw the quality of the troops decline but I didn't notice anything else. Am I missing something?

BTW how does a country become exhausted? Is it through manpower losses? Are there any ways to prevent, delay or mitigate the effects of exhausion?

Exhaustion is casualties and food deficit. If you avoid casualties and have enough to eat you're fine.... if.

Mmm... so that's what reduced the last campaign with the German army to a crawl. Come 1917, despite having overthrown the Russians, it must have been too late to absorb their food resources. That's why my army declined in effectiveness.

BTW is there any way to increase or stimulate growth of the railroad capacity? Later in the war, moving raw materials and food seems to absorb a lot of capacity.

If you are referring to the food resources acquired after the fall of Russia those are transferred without cost to rail capacity. Only when food or resources are transferred from an allied country to another will they consume rail capacity.

Tnx. Actually I was referring to the food that I have to transport from Austria to Germany to cover the deficit before the fall of Russia.
