Morale and Production decline

In a current game the AH empire is at 56% national morale but all production, food and resources, has gone to zero. From previous games it seems that production would only drop to zero if national morale was at or near zero. Does production decline to zero at different morale levels depending on the nation?

No, there is no reason I can think of off the top of my head for A-H's production to have dropped to 0 suddenly. But then I haven't had a chance yet to run the saved game you sent me on this.

Having checked your save game file the reason A-H production fell to zero is because Vienna is Russian controlled

Is that an affect that happens to any country when their capital falls. Also, if the capital is retaken will the morale go above zero and restore the countries production capacity?

Yes, it happens to any country that loses its capital. If the capital is retaken morale will go up and production will be restored.
