WaW Ending!!

Hi! Finished my first game of WaW - - SS took over the country and Germany surrenderd in 1940!! [&:] What!!!! Is this an expected result? How do I avoid such a result? T[:-]

I think that happens if you lose Munich. Someone can correct me if im wrong.
