Switzerland setup AI
Switzerland Forces
4-3 INF, 5-4 INF, 5-4 MTN, RES 4-2, RES 3-3 MIL 1940 6-3 INF, 1939 FTR2
Switzerland has four basic setups:
* Capital defence: Is just as the name suggests a setup where the Swiss
land units are setup to defend Berne.
* Zurich defence: Is just as the name suggests a setup where the Swiss
land units are setup to defend Zurich.
* City defence: Both Berne and Zurich is defended in this setup
* Mountain pass defence: All Swiss armies are setup between Berne and Zurich and north of the cites to cower all mountain passes
Switzerland has two extreme setups:
* Italian defence: In the event of attack from Italian soil only, are Swiss armies setup along the border to cover the advance to Zurich.
* Marauder defence: Is just as the name suggests a setup where the one of the Swiss units is set up to raise mayhem before Switzerland is beaten. The List of targets is: Milan, Turin, Lyon.
Declaration of war
Given a CW/FR declaration of war (with or without US) and GE control of Switzerland OR a GE/IT declaration of war with and FR/CW control of Switzerland the suggested reasoning for the AI could be as below.
Threats to guard against:
* Threat of paradrop on Berne
* Threat of paradrop on Zurich
* Threat of enemy land units bypassing Switzerland by mountain passes
* Threat of enemy land units entering Berne
* Threat of enemy land units entering Zurich
* Threat of enemy land units entering Switzerland only from Italy
Good hopes:
* Chance of intervention from controlling power
* Chance of intervention from none controlling power
* Chance to try to step on facedown allied unit(s)
* Chance to try to step on facedown axis unit(s)
* Chance to capture a Factory
Threat of paradrop on Berne:
IF the Weather is Storm or Blizzard the no risk of paradrop
IF any of the countries at war has a:
Organized ATR AND
it’s in supply or can be put in supply AND
the ATR has range to Berne or can be put in range of it by naval transport AND

Has anyone ever done a Swiss gambit? It looks almost impossibly difficult.
Personally, I wonder whether the game doesn't model Switzerland as a bit tougher than they really would have been.

We also need to consider the case where the Italians have advanced one hex into France before declaring war on Switzerland. Your Italian Defense 39 leaves open the possibility of just ruinning into Berne from the southwest.
EDIT: well, perhaps that is not very likely since the French will have ZOCs eveywhere. But there is the possibility of the Italian mountain unit crossing the alps and getting next to Berne - and concurrently cutting the Swiss off from Berne.
