AV Sanuki Maru flies at sea??

An Alllied raid on AV Sanuki Maru revealed 4 Petes flying CAP.

The manual seems to say that only one class of AV flies at sea - this being Kamikawa Maru class. So this is a surprise - or my memory is wrong.
