Can morale be negative?

What I mean, suppose a country takes a lot more morale hits then what would be required to drive it to 0 but then afterwards gain morale - will its morale become positive again or does it need to pay off the debt?

So just to clarify. Suppose the CP reduce Italy to 0 moral by sizing well over the cities needed to do so – Ei suppose they have advance all the way to Rome. At the end of the Italian morale is 0 – suppose that the British France retake an Italian city while Italian morale is 0 will that be enough to bring Italian morale back up to positive even though the CP controlled cities in Italy would normally be more then enough to bring Italian morale to 0?

What Am asking is this: Are morale losses ignored if morale is already 0?

OK – Cleary it does not work that way. Italian morale was 0 – I retook Florence worth 20 points and Italy still surrender. Can you explain what happened? Not complaining at all mind you, given how far the CP had advanced Italy should indeed have surrendered just want to understand the mechanics.

There's a variable that tracks morale losses and compares it against current morale. If the number is bigger than or equal to then national morale is 0.

So let's say a country has 50 morale points. It loses 70. National morale is said to be 0, not -20.
