1.03 USSR mili BUG?

Gary Grigsby’s World at War is back with a whole new set of features. World at War: A World Divided still gives complete control over the production, research and military strategy for your side, but in this new updated version you’ll also be able to bring spies into the mix as well as neutral country diplomacy, variable political events and much more. Perhaps the largest item is the ability to play a special Soviet vs. Allies scenario that occurs after the end of World War II.

it is said that
"Russian militia mobilization: Russian militia will no longer be mobilized if Russia is already hostile to the Germans when a Russian national region is first attacked. I.e. if the Russians DOW and initiate hostilities first (by actively attacking) then the Russians will not receive militia mobilization."
however, I tried USSR DOW on AXIS and it still receive militia mobilization. Is that something I miss?

The USSR must be hostile to the Germans, meaning that the USSR must initiate combat against the Germans.

If the USSR "DOWs", then according to the game rules they unfreeze. But they are not yet "officially" hostile until there is combat.

So, the DOW really means that the USSR player can reposition. And the USSR player should only preemptively attack if the benefit of the offensive outweighs the potential benefit of the militia.

Similarly, if the USSR unfreezes and doesn't attack, then the German player may wish to hold off offensive action if he feels that it would be better to try to prevent Soviet insta-militia.

I didn't intend to be tricky! Just to keep it interesting (both players actually have some motivation not to attack, even when both are unfrozen and at liberty to attack).

The rule is perhaps most clearly stated without reference to DOW:

Russian militia mobilization: Russian militia will mobilize only if a Russian Nationality region is attacked by the German Player prior to any Soviet Player unit attacking any German Player unit or region.

Oh not you Brian, but you have to read very carefully to determine how the rule works, your explanation is superb, and this new rule should prove, imo, very interesting.

yes, what rjh1971 said is 100% right. The rule was kinda new idea in WAW, pretty interesting one, Thanks
