Supply/Pools connected to Command HQ's?

When a unit is disbanded or just changes(in reducing) TOE the devices that are taken out go to the pool. If the disband or changing is done in a outside main land theatre does the pool of equipment( converted to supply) go to respective Theatre Command or does it goes back to USA or Japan?
