HQ reinforcement

In a battle were a HQ reinforces the defending unit, will sea hexes blaock or give any penality??

I have encircled Odessa, but every combat phase the defending HQ sends new units over the sealane, this seems a bit problematic with 700 Axis bombers that will bomb any ship, or lasser crafts that could bee used as a ferry.
Then reinforcing with several divisions and taking them back, is a "bit" strange :)

never experienced this myself, but I think they just built an undersea tunnel :) , and it was so much Top Secret that you cant find it in any documents

The routine that does reinforcing doesn't do any sanity checks, so you will see crazy stuff like this.

I saw the same thing occur with a unit that was completely encircled, like two hexes from the nearest friendly control zone and OKH was reinforcing it with panzer battalions. Then on top of that I hit it with odds up around 35 to 1, he was not in a marsh, and he shrugged it!!! Two turns later he finally folded and surrendered, and wouldn't you know those panzers just disappeared, not a single AFV was present on surrender.
