Fire Storm?

Hi-I know, I know I've been told not to bother with trying to start one. But, here I have a city with 3100 fires. It's Shimizu. Scen.13, 8/43.

What fire level constitutes a fire storm? 5k, 10k, or what?

The short is that, "firestorms aren't".
 
It's better to just bomb the strategic targets manually.
