Rank of Leader: any influence?

I have a question about leaders.

When using a leader for a unit, you can have good and bad ones, and sometimes there are leaders with low ranks who have all the attributes for the job you want them to do. In some cases when choosing TF leaders also lower ranks are available, eg like the captain of the commanding ship.

An example
e.g. a captian or Lt with a very good Air and Adm rating vs an adm with a good Air and Adm rating.

Would the captain be as good as the admiral to take on command of the Carrier TF?

Rank doesn't matter. "Captain" or "Admiral" are just strings of text. Only their ratings are important.

They do get promotions though right.

I know rank doesn't matter but I still have trouble handing over command of a fighter group to a first, or especially a second lieutenant.

Hi Nice Guy,
 
Just pretend the displayed rank is the permanent rank, not the temporary rank.  At least in the American army, lots of officers were serving several grades above their premanent regular ranks.  (Alternatively, perhaps we can believe the 2LT with good ratings must have had one heck of an NCO guiding him.  Heaven knows I wouldn't have made it without the hard work of some particularly fine NCOs.)
