Weak vs wavering?

Weak vs wavering?

Playing as Entente - it's jul 1918. The previous turn Germany was 'wavering'. This turn, even though I actually captured another German city and the OE suurendered, Germany went from 'wavering' to 'weak'. What's going on?

I know it doesn't sound like it but weak is a lower moral level than wavering. A weak nation is on the verge of surrendering.
