How did the French do this in 1.30?

As CP I invaded Holland and Luxemberg, but NOT Belgium in 1914. Les Belguques expressed their regrets, but mayhap regretted their regrets when French units invaded by impulse 3. Did I miss an invasion notification? Belgian units became controllable on impuls 3 when the French suddenly appeared in Belgium after an impulse 2 move into Belgium.

I saved the game file, but cannot seem to attach it here.

FM WarB, is Belgium now on the CP side? If so, the most likely explanation is you either missed a notification or the game didn't give you one. If on the other hand Belgium is now a French ally that would be interesting.
