Why not have Army HQs as part of reinforcements?

Have them enter at historicl times, with only one Offensive apiece, regardless of theoreticl max. I know HQ offensive points drive this game, but would this suggestion hurt?

But the HQs aren't historical, its the capability I try to represent not the physical HQs.

Thanks, Frank. I guess I should think of them as supply dumps, not headquarters in a chain of command.

Yes, because they are there to fill two roles, supply and command.
