enemy entry on tactical map

why the enemy have the option of entry in a tactical map from where thy like and not from they arryve?
the manual says you can expect him from the direction they arrive so you better prepare your self with this info and after they make entrance at the map from they want?
they are against me too? (i mean the programers hehe).
