PREP POINTS --> Artillery

Greetings,

It is wondered if there is a difinitive answer for the question of artillery -->

Are the Prep points necessary for the effectiveness of artillery in a certain hex (a penalty or bonus present for artillery units prepped for another hex) or are these related
only to Assault Value units.

If I recall correctly, prep points do affect artillery too.
