Regaining stats

My main charcter took a serious beating in the last battle and lost 16 points of Dexterity.
Now I've healed him all up, but he hasn't regained any of his 16 dexterity points.
Is it supposed to be like this? (playing medium difficulty...)
How do I get some points back? - I've had him on training with the best DEX-guy in my squad for 24 hours and nothing's happened...

EDIT: One more thing, when at the strategy map my character's health bar is full - but whenever I go to the tactical map some of it is still yellow. Though I can't heal him any further with my medic... Maybe this has something to do with the missing DEX points...

As far as I undertstand it you can't restore it, you need to train it.

I had a merc that I couldn't heal all the way for some reason.  I eventually dismissed him.  I then rehired him and he was fine.

Nothing like a little bit of R@R to get the merc back in shape ... Or perhaps his thumb was sowed back on.
