Can't load troops onto TF

So I finally get through the tutorial and decide to take a crack at scenario 2. Like a good little newb I check this forum for advice. Somebody opines that it's a good idea to rustle up all outlying troops and supplies and send then to Manilla and Clark.

Ar Davao I see that I have an engineer unit,PA unit, and a couple of APs, so I form a transport TF and try to load the troops, but the load screen doesn't show any troops at all. What am I doing wrong?

Whoever opined that should also have opined that the troops are attached to USAFFE, which is a restricted HQ, whose troops can't be transported by ship.

The only way to release these restricted troops is to spend points in order to change their command. In this case it may not be worth it but it is up to the player to make that decision. Click on the units command (it will be highlighted in yellow) then select the command you want it transferred too. It will show a cost either accept it or decline, if grayed out than you don't have the points to spend.
