AK Upgrades at Osaka

I noticed at the beginning of a campaign I was able to upgrade my AK's at Osaka to different support ships, such as AR ships. Is this a one time opportunity, or can I do it again if I move other AK's there?

Any time you have the big AK's there.

You can upgade the large AKs anytime , normally you would convert more AKs when the first batch were ready/launched.
