Leader deployment

Commander – Europe at War Gold is the first in a series of high level turn based strategy games. The first game spans WW2, allowing players to control the axis or allied forces through the entire war in the European Theatre.

Leader deployment

I purchased a leader for the soviet union, but I can't seem to deploy him, even though he is in the deployment queue?
You'll need to excuse me....I suffer from obsessive compulsive disorder

does ussr have to be at war to deploy?
