Kamikaze question

The manual is a little unclear on this. It says Kakikaze's are activated by an Allied controled base within 14 hexes of Tokyo, Takao, or Saigon. Is that as the crow flyies or by Sea. For instance, I hoold Tavoy which is well within 14 hexes bt air to Saigon but is probably more than 30 by sea. Does Tavoy meet the requirements for Kamikaze activation?

You know I looked at the manual again and its 15 hexex by sea only. AM I understanding this correctly meaning that it means within 15 hexes for a ship to travel?

Yes - 15 hexes by sea only

Re Saigon.
If you own/capture any of the following bases from 01/01/44 then Kamikazes are activated:
Kompong Som
Bangkok
Ban Don
Singora
Kota Bharu
Kuantan
Mersing
Singapore
Johore Bahru
