I'm not really sur if this is question for naval, air or general thread....
so, if we have a surface radar on the ship... with a range of 100 miles... does that means that we are able to detect enemy TFs up to 3 hexes away? Or surface radar have impact only in detection phase prior to surface combat?

Detection is a very complex set of routines that would require paragraphs of explanation for Surface radar in a search context, and several more paragraphs for Air. Sorry, but the overcoat doesn’t open that far.

The simple answer is No. There isn’t a 100 nm Surface Radar anyway.

I was interested in radar detection only. So, it works only inside the hex where the ship is!

There is something called earth curvature. But that is a good question for aircraft AS radar.
