It has to be a size 8 port.

Port size needs to be 9. Alternatively, have a sub tender present for torpedo reloads at ports of any size. Doesn't help with mines though.

Submarine torpedoes reload in size eight or larger ports with sufficient supply, or a size three or larger port that has a sub tender (AS) disbanded into the port and sufficient supply.

Submarine and surface ship reload mines in size nine or larger ports with sufficient supply, or a size three or larger port that has a mine layer tender (MLE) disbanded into the port and sufficient supply.

wat really bugs me is that PTs cant reload torps in a small base and they did so historically

granted if u have a PT tender u can but theyre rare, specially in small scens like the 1s im fond of
