Upgrade list button displays wrong number

The bottom right button on the campaign screen lists Upgrades: #, the # involved seems to be based upon your experience level (either land or naval) without regard to whether you already have the upgrades or not. I currently have maxed out my naval upgrades, and I see Upgrades: 21 (having 400+ naval XP) yet I can't click on the button, because there is actually no more upgrades for me to get.
