Moving capitals

Again speaking from COG experience.

As France I remember having pounded Austria to a pulp numerous times. I annexed all the provinces around Vienna. Vienna essentially became an Austrian island in a sea of French territory. This seems unrealistic, what kind of country would still have their capital in a totally surrounded province when they have other safer places to locate the capital? It also makes future wars with Austria way too easy, since I've surrounded their capital and can just march in troops any time I want with few supply issues.

Can anyone confirm whether capitals move? Do they move only because of an imminent threat or is there an option to move the capital in the game? Maybe the first option would be more realistic. I remember reading about Poland's capital moving from Cracow to Warsaw? Or does this only apply to minor nations? Thanks.

A good point which certainly deserves design consideration.  I feel the CoG system as is works to a point.  And beyond that it breaks down.  Much as ptan54 points out here.  But I don't know if this has been addressed in CoG:EE to be honest with you.
