AI Russians strangely always in supply

I mam playing the Germans against Computer plus with mystery aops. The Germans have no AOP's and I am creating pocket after pocket. But the encircled units never seem to run out of supplies. I am killing lots of HQ's and still the subordinate units never have even a single missing attack bullet. Do I have an eye problem or is the AI cheating with supplies?

Defensive actions use up blue bullets, not the attack bullets. There are more blue bullets than attack bullets so it takes many attacks to deplete them or if the targets move around and refortify within the pocket it also uses blue bullets. I hope this helps.

Don't forget that the 6th and Bobkin Armies have a supply dump in their AO that lasts until turn 12.

You will always observe enemy unit attack and general supply bullets as being at 100% capacity, regardless of their actual capacity.
