Arrows on strategic screen

I really don't know how I did this. All I can say is that I started the game

They will appear when you hit the space bar and should disappear after a second or two or you perform another action on the screen.  Is that how it is reacting or do you see all the arrows all the time?

The arrow were just stuck and I had to restart the game. However I can't do it again
