Can anyone recommend a TOAW 3 scenario for playing against the AI?

I do not mind the theatre or the time line, as long as it's historical, and not a monster (ie EA or FitE).

My objective is seeing how good an opponent the AI is at present, and how entertaining can a scenario played against it.

Think the Franco-Prussian War 1870 scenario will provide a good test. Its small, short (12 turns) and the AI is programed for both sides. If nothing else, it should give you an idea of how the AI plays without invensting a great amount of time.

"Race To The Sea 1914" provides an interesting challenge, is not too huge but quite detailed
