How to lower unrest?

How to lower unrest?

Is it possible to lower unrest?
In FOF military containers present in a province with unrest will have a chance each turn to lower the unrest.
Haven't noticed this in COG:EE yet - is it possible?

I don't think there is any way to lower unrest except through time.
Occasionally, and randomly, problems and solutions collide. The probability of these collisions is inversely related to the number of committees working on the solutions. -- Me.

BJs definately right BN, somewhere on the MBs there is a post from Eric which states quite catagorically that unrest can not be lowered, so good luck with the patiance bit :-)
