Israel 48 (Best strategy path?)

Hello guys. I'm still relatively new to TOAW (though played it a bit almost a decade ago).

I'm wondering what's the best strategy for the Israel 48 map, playing as the Israelis. I've been thinking, would it make sense to vacate much of the outer-cities, in order to try and get better encirclement on the arab nations, and then later re-take those hexes when the army is relatively few in numbers? It hasn't worked out as good as I thought.

I did read that lost units just come back later as re-inforcements anyway, if that's the case then it sort of negates trying to encircle and vapourize units.
