Conquering (Post Patch)

Conquering (Post Patch)

So I had a Difficulty Level game as Russia going pre-patch. Between May and June 1798 I patched up and it seems to be running just fine. I like the new supply source cities, and I also like the "Would Russia like to make a strategic move out of Austrian territory . . ." feature.

I was in the process of conquesing Austrians Polish provinces, Lodomeria, Pinsk, Kovel,
Alytus, Galicia, Lublin, Courland, Warsaw. All of these provinces have the Austrian flag with a little Polish flag offset overlaying it.

However, Austria has surrendered to me, and all these provinces just reverted to Austria.

Maybe I'm not getting how conquering works? Since these are not "home" Austrian provinces I assumed I would keep them automatically as spoils of war? Do I have to put garrisons in the cities to keep them or what?

Territory can be demanded as part of the surrender agreement through the cede province clause.
