[&:] ok i have the German and the map is full of me except England and USA that i fight with 1000 bombers and 1000 carrier , i clean them but I can not sit on their capital or they re-appeared all the time……………..!;-? wee can not win as German if wee can not transport troupe and thank.

Troops have to be adjacent to a port that has an anchor symbol, choose the troops yoo want to embark and press the little buttons with arrows on next to the train symbol around bottom right of screen.

Follow up on this question, can you transport garrison troops?

Not in the latest version. It was done to stop the allied player unrealistically emptying Africa of French troops to help hold Paris.
