Paranoid reds or bug?

I recently retook Petropavlovsk back from Japan in my PBEM. The problem I am having is that my ships are not able to refuel there.

The base is assigned to North Pacfic HQ and there are over 19K fuel at the base.

Stock scn 15.

Any ideas?

My guess is its a bug. Seems to me the base should revert to Soviet control (even if US forces retook it) so it shouldnt be No. Pac. control (not sure Laughing Joe would tolerate US troops on Russian soil even if they were helping). Hard to say whats going on here frankly because of the few games that have actually involved the USSR.

I am thinking bug. My opponant says he can't refeul at Vladivostok either. I doubt the reds would have a choice in the matter since it is occupied.

I know my US subs cannot refuel at a Soviet port even though the Soviets are activated. Probably related.
