The computer does an Auto forage for you during the supply phase, in that when supplying inf/cav units in a region, any excess resource points (not reserved for factory use) in that region's resource pool are first used rather than supply points at a one-to-one rate of 1 resource = 1 supply point.

Foraging is where this is done manually. An unsupplied unit which moves into a region with excess resources can be supplied by resource point(s) at a cost of 1 movement point if you select the forage button. If selected, a leader will do this for all attached unsupplied units.

Foraging becomes important later in the game when the supply starved South can save supply by moving large stacks into regions with many points in the resource pool.
