This sequel to the award-winning Crown of Glory takes Napoleonic Grand Strategy to a whole new level. So the province base labour production data from cog2provinces.txt has no effect on labour production? [&:]

Always develop factories in those provinces that have a large population if you wish to build units or developments. Each Factory increases your capacity to produce Labor by a significant amount, especially for larger provinces.

I agree.

I can't wait to understand why Bordeaux which has a 2 iron/horse/wine base province production can produce 10 iron and only 4 wine and 4 horses when the labour slider is set to max.

Well, there are different base amount values in the provinces file to begin with. You'll get teh full answer when I get down to those resources.
