Can I invade Batavia from South China sea when it is Storm in North Monsoon and Fine in South Monsoon ?

Yes.

Batavia is located in the South Monsoon weather zone and has fine weather.

You always count the weather in the target hex and not from the hex from where the unit attacks, moves or flies its mission.

You can’t invade a hex in storm, snow or blizzard.
