I am going to take a stab at this knowing that I am probably wrong.
This looks like 'Operation Magic Carpet' at the end of the war.

The ship laden down with men looks like a DD (im not versed enough to guess a class) and the ship in the background looks like a Oakland class CLAA.
Where they are I cannot guess.

Rag tag bunch with mixed clothing, many barefoot. Probably rescued POW's or surviviors of a sinking. They look pretty vigorous so I would suspect the latter. Maybe Indianapolis.

I would suspect that the men on deck are survivors pick up after their ship sunk....a lot of the guys don't have any shoes.

So I will guess the ship is the DE Doyle at Guam and the survivors are from the Indianapolis

Is that a 1.1"/75 caliber gun mount behind the top 5" gun? If so, this photo is probably from '42 or '43. Could that be Guadalcanal in the background? Plenty of ships sank in her neighborhood. I don't think any DE's had enclosed 5" mounts aft. I think it is a destroyer. Twin stacks with two single 5" enclosed mounts aft... I don't know the classes well enough to guess.

Those men look in really good shape to have been picked up from a sinking ship. None look to have any obvious injuries. None are covered in oil.

Then again the people on these forums have an almost supernatural ability to indentify these photos.

IIRC, these are survivors of the USS Helena, I think.  Anyway, it is in the Solomons.

I am gonna take a WAG at this. The DD is USS Landsdowne with survivors of USS Wasp on board. That would make the cruiser USS Juneau. How'd I do? I did not Google the image. Date would be c. 7 September 1942, location likely GC

Looking really hard it does appear that the ship has a side 5" turret which would make it an Atlanta and not an Oakland.

I'd guess survivors from the Savo Island engagement, my second guess was bloody friday/Naval Battle of Guadalcanal ..............and after my google search I see I was wrong as per usual[8D]

Survivors were often given new clothing after being rescued, often from the ship's crew's own issue. This might account for the white uniforms mixed in with the work uniforms.
