Is there any shops i can buy this from and not have to download it.
I clicked on the buy now and then the link for a shop in my country
but when i follow that link for digitalriver it's dead same for the
other countries. Want to get Carriers at war as well.

download would be the best way, IMHO.
I don't know what "flag" you selected, but "US" flag worked ok. [:)]

What country are you in (to help narrow down the process)? What browser are you using? I don't think there are any shops with HCE but usually something can be arranged to get you the game.

heh yeah that might of helped to say i was in australia but it's ok i founded a shop where i can get HCE from but not carriers at war
